It does not have these records for New York City (the boroughs of Manhattan, Kings (Brooklyn), Queens, Bronx, and Richmond (Staten Island)). This measure (S3419/A5494) helps ensures that all adult New York adoptees will have the same unimpeded right to information about their birth and biological parents. This act shall take effect on January 15, 2020.
